Analysis
This resolution authorizes the execution of an agreement with the Wisconsin Department of Transportation for the removal of U.S. Highway (USH) 18 on East Michigan Street from North Milwaukee Street to North Lincoln Memorial Drive.
Body
Whereas, Section 86.32(1), Wisconsin Statutes enables the State to designate certain marked routes of the State Trunk Highway System over the streets or highways in any municipality for which the municipality will be responsible for maintenance; and

Whereas, The character of travel service provided by this route, uniformity of maintenance, the effect on the maintaining agency, and the municipality’s maintenance capability predicate this designation; and

Whereas, Reimbursement for maintenance of the Connecting Highway shall be determined using the rates per lane mile provided under Section 86.32, Wisconsin Statutes; and

Whereas, The City has made ongoing efforts to right size East Michigan Street to reflect travel demand on the corridor; nearby increased residential and commercial development of a highly urban nature; and overall City priorities for different corridors within our downtown street grid; and

Whereas, The City has concluded that the current operations and the City’s future goals subject to this segment of East Michigan Street are more consistent with the function and characteristics of a local street rather than a U.S. Highway (USH); and

Whereas, The reduction in Connecting Highway lane miles caused by the change in routing of USH 18 will result in an annual decrease in state funding of $1,428.87; now, therefore, be it
