Minutes note: Appearing: Matt Rejc, DCD Commercial Corridors Team Ryan Laessig, BID 20 Joey Wisniewski, BID 20 Mr. Rejc and Mr. Laessig presented on details of the file. The file would expand the boundary and approve annexation of new territory to BID 20 as depicted in the BID Boundary Expansion Map within the file. It was noted that Ald. Alex Brower, 3rd aldermanic district, was in support. Members discussed community outreach, additional revenue and donations, and increased tax assessment and fees. Public testimony in opposition: Raul Morales, resident, opposed residential property, including his, being within the new boundaries and incurring additional fees and tax assessment. Lawrence Kress, resident, questioned the selection of properties and ability to opt-out for an individual business property owner. Chair Bloomingdale said that the BID expansion would only impact businesses, not impact residential properties, and there was no option for businesses within the boundaries to opt out. Mr. Laessig discussed wanting to include the hospital and areas with future development potential to the BID territory. Commissioner Moody moved approval, seconded by member Crane. (Prevailed 5-0)

Analysis
This substitute resolution approves expansion of the boundary for Business Improvement District No. 20, which proposed territory is to generally include the area extending north from the current boundary to include the properties along the west side of Oakland Avenue to Thomas Avenue; the area extending northeast from the current boundary between North Avenue to the south, Terrace Avenue to the southeast, and Prospect Avenue to the northwest, up to and including the properties at 2409 North Terrace Avenue, 2320 North Lake Drive, 2315 North Lake Drive, and 2462 North Prospect Avenue; the area extending southeast from the current boundary bounded by North Avenue to the north, Summit Avenue to the southeast, and Ivanhoe Place to the southwest; the area extending south from the current boundary up to and including the properties at 2124 North Prospect Avenue and 2071 North Summit Avenue; the area extending southwest from the current boundary to Windsor Place southeast of Oakland Avenue and southeast to Prospect Avenue; the area extending from the current boundary south to include the properties along the south side of North Avenue east to Newhall Street, and the individual properties at 1915 East North Avenue, 1820 East North Avenue, 2353 North Farwell Avenue, and 2443 North Murray Avenue.
