_________________________________________________________ - Analysis - This substitute resolution establishes a committee to review the City of Milwaukee's current policy of adopting the prevailing wage rates established by the union construction trades for use on all city contracts. _________________________________________________________


BODY:
Whereas, Section 309-25 of the Milwaukee Code of Ordinances entitled "Minimum Wage Provisions Applicable to City Contractors", requires the city to set a minimum wage for workers for all contract work done for the city of Milwaukee "at sums which shall not be less than that paid by the city on the basis of 8 hours constituting a day's work for similar work by direct employment"; and

Whereas, Because of that provision, small contractors and disadvantaged businesses could be eliminated from bidding on city contracts because they are unable to pay their employes a minimum wage based on the wage scale established by the union construction trades, which is the basis for the wage provision in s. 309-25; and

Whereas, In light of economic conditions in Milwaukee, it would be advantageous for the city to evaluate the provisions of s. 309-25 to determine if small contractors and disadvantaged businesses are being eliminated from bidding on city contracts due to those provisions; now, therefore, be it

Resolved, By the Common Council of the City of Milwaukee, that a committee be established to review the provisions of s. 309-25 to determine what impact the city's policy of adopting the wage scale established by the building trades unions has had on small contractors and disadvantaged businesses; and, be it
