Title

Resolution authorizing the Department of Employee Relations to issue a request for proposal for administration of the City’s flexible spending and health reimbursement arrangement benefits.

 

Analysis

This resolution authorizes the Department of Employee Relations to issue a Request for Proposal for the administration of the City of Milwaukee’s Flexible Spending Account (FSA) and Health Reimbursement Arrangement (HRA) benefits.

 

Body

Whereas, the City of Milwaukee currently contracts with Ameriflex for the administration of the City’s Flexible Spending Account (FSA) and Health Reimbursement Arrangement (HRA) benefits, this contracts expire on December 31, 2026; and

 

Whereas, the Department of Employee Relations will engage Gallagher Benefits Services, Inc., the City’s benefits consultant, to lead and support the Request for Proposals process; and

 

Whereas, a City review team will evaluate all submitted proposals, including a financial analysis of proposed terms and an assessment of core competencies such as benefit delivery, customer service, implementation and onboarding processes, and pricing structure, be it

 

Resolved, By the Common Council of the City of Milwaukee, that the Department of Employee Relations is authorized to execute a request for proposal process to select an administrator for the City's Flexible Spending (FSA) and Health Reimbursement Arrangement (HRA) benefits for a contract term beginning January 1, 2027; and, be it

 

Further Resolved, That following the request for proposal process, the Department of Employee Relations will provide the Finance and Personnel Committee with recommendations for an administrator for the City's Flexible Spending (FSA) and Health Reimbursement Arrangement (HRA).
