Title
Substitute resolution authorizing the expenditure of funds to update the City of Milwaukee's Purchasing Power Profiles.
Analysis
This substitute resolution authorizes the expenditure of $10,000 to update the “Purchasing Power Profiles” created by UWM-ETI over the Summer of 2001 and authorizes the proper City officials to enter into a contract with UWM-ETI for that purpose.
Body
Whereas, In December of 2000 in File No. 001178, the Common Council of the City of Milwaukee authorized the expenditure, by the Department of City Development, of $25,000 from the Advance Planning Fund to partially fund an Asset Mapping Project in partnership with the Helen Bader Foundation, the Neighborhood Improvement Development Corporation and the UWM Employment and Training Institute (“UWM-ETI”); and

Whereas, That project resulted in the preparation of and the nationwide distribution of a major report by UWM-ETI entitled “Exposing Urban Legends: The Real Purchasing Power of Central City Neighborhoods;” and

Whereas, The findings of and the information contained within the above-cited study dramatically showed that Milwaukee neighborhoods are stereotyped by national data services and as a result are tremendously underserved by retail stores and service providers; and

Whereas, In addition to the study, UWM-ETI and the Department of City Development (“DCD”) jointly collaborated on the creation of “Purchasing Power Profiles” for 39 commercial districts and all zip codes within the City of Milwaukee; and

Whereas, All Purchasing Power information can be accessed via the DCD web site and is used by DCD staff, commercial brokers, community development corporations, financial institutions, entrepreneurs and others actively engaged in recruiting and supporting neighborhood commercial development; and
