This substitute resolution authorizes and directs the City Engineer to request that the Wisconsin Department of Transportation proceed with the public information process for the construction of noise barriers along the Lake Parkway in the City of Milwaukee. No local cost participation is anticipated for the barrier. Further Council action will be required before barriers are approved by the City.


BODY:
Whereas, TRANS 405 of the Wisconsin Administrative Code, created in 1989, established procedures and criteria to be used by the Wisconsin Department of Transportation (WISDOT) to evaluate and select site locations for noise barriers; and

Whereas, The WISDOT has indicated that there is approximately $2.3 million available for the construction of noise barriers along the Lake Parkway which is expected to be open to traffic in late 1999; and

Whereas, The WISDOT contracted with the consulting firm of Howard, Needles Tammen and Bergendoff (HNTB) to undertake the preliminary engineering and design of the noise barriers along the Lake Parkway, and using TRANS 405, HNTB has initially recommended that noise

barriers be placed at three locations along the east side of the Lake Parkway mainly in the City of Milwaukee; and

Whereas, Further Common Council action will be necessary to permit the actual construction of the noise barriers along the Lake Parkway; now, therefore, be it

Resolved, By the Common Council of the City of Milwaukee that the City supports the concept of noise barrier construction along the Lake Parkway in the City of Milwaukee; and
