Title
Substitute resolution to facilitate the remediation and development of the City-owned brownfield at 1200 West Washington Street by approving the blight designation and acquisition by the Redevelopment Authority and authorizing subsequent conveyance to MCC Youthbuild, LLC, in the 12th Aldermanic District.
Analysis
Adoption of this substitute resolution by at least two-thirds vote of the Common Council will approve the blight designation and acquisition of a property by the Redevelopment Authority and will authorize its subsequent conveyance to a third party for redevelopment according to the conditions in a Blight Designation Summary and Land Disposition Report.
Body
Whereas, The Redevelopment Authority of the City of Milwaukee (“Authority”) applied for funding from the Wisconsin Department of Natural Resources (“WDNR”) 2009 Recovery Act Ready for Re-Use Program to remediate the City-owned brownfield at 1200 West Washington Street that was acquired by the City through In-Rem foreclosure; and

Whereas, WDNR requires that the Authority own the brownfield as a condition of accepting and using the remediation grant; and

Whereas, Section 66.1333(5)(c), Wisconsin Statutes, enables the Authority, with the approval of the Common Council of the City of Milwaukee (“Common Council”), to acquire blighted property without designating a boundary or adopting a redevelopment plan; and

Whereas, The City of Milwaukee (“City”) waived its right to the statutory notice and a public hearing was conducted on July 14, 2009 by the Authority pursuant to Section 66.1333(5)(c), Wisconsin Statutes; and

Whereas, After the hearing, the Authority determined the property to be blighted within the meaning of Section 66.1333(2m)(bm), Wisconsin Statutes, as outlined in a Blight Designation Summary and Land Disposition Report, a copy of which is attached to this Common Council File, and requested approval of this...
