Analysis
This ordinance repeals those sections of the code pertaining to charter schools effective August 31, 2001. The City has been granting charter status to eligible schools pursuant to the authority granted by s. 118.40, Wis. Stats., since the enactment of common council file 971759 on May 5, 1998. This ordinance repeals the code provisions relating to both charter schools themselves (chapter 330) as well as the charter school review committee (s. 320-41) established to evaluate schools applying for charter status and review the performance of schools once chartered.
As of April 18, 2001, the city has chartered 4 schools: Central City Cyberschool, Downtown Montessori School, Khamit Institute and the YW Global Career Academy. It has chartered no new schools for the 2001-02 school year.

Whereas, The City of Milwaukee has been sponsoring charter schools since May 1998; and
Whereas, At the time the City began sponsoring charter schools, no other local agencies were in place to offer sponsorship to educational institutions under the State of Wisconsin's charter school initiative; and
Whereas, Since that time, both the University of Wisconsin-Milwaukee and the Milwaukee Public Schools have begun sponsoring charter schools and they have done so under programs that offer far greater oversight and institutional accountability than the City has been able to provide; and
Whereas, The City has not sponsored a new charter school for the 2001-02 school year; and
Whereas, The City, as it establishes priorities for its resources, both financial and intellectual, must be focused towards meeting the demands properly placed on a municipal government and not diverted to the sponsorship of educational institutions; n...
