Title
Substitute resolution authorizing alternative executive representation on the League of Wisconsin Municipalities’ Urban Alliance.
Analysis
This resolution designates the Legislative Liaison Director as the City’s voting representative to the Urban Alliance of the League of Wisconsin Municipalities in the Mayor’s absence.
Body
Whereas, The Wisconsin Alliance of Cities was founded in 1969 by 15 urban municipalities to collectively seek to equalize the shared revenue formula and to expand tax increment financing; and

Whereas, The City of Milwaukee was a founding member of the Alliance and since then has been represented by the Mayor or a representative of the Mayor from within the City Department of Administration; and

Whereas, The members of the Alliance of Cities determined that is was in the best interest of the municipalities statewide to terminate the Alliance of Cities as a separate organization and to merge the Alliance activities into the League of Wisconsin Municipalities; and

Whereas, The League of Municipalities has revised its bylaws to establish an Urban Alliance comprised of those League members with populations over 10,000 who choose to also become members of the Urban Alliance; and

Whereas, The City of Milwaukee is a member of the Urban Alliance; and

Whereas, The Urban Alliance bylaws specify that it is anticipated that the chief executive officer of each member city will serve as the voting representative for the Urban Alliance, but allow the Chief Executive Officer to designate an alternate administrative representative if approved by Common Council resolution; and

Whereas, The Mayor has designated the position of the Legislative Liaison Director to serve as the voting representative for the Urban Alliance in the Mayor’s absence; now, therefore, be it.
