Title

Substitute resolution directing the Department of Public Works to develop a plan for incentivizing its employees to report illegal dumping activity.

Analysis

This resolution directs the Department of Public Works to develop a plan for incentivizing employees to report illegal dumping and other deleterious activities. 

Body

Whereas, The Department of Public Works provides mechanisms for residents to report issues such as illegal dumping, potholes, and sanitation concerns, but lacks a formal process or incentive for its own employees to report similar issues observed in the field; and

Whereas, Department of Public Works employees working in streets, sanitation, operations, and related service areas are often the first to encounter illegal dumping and street hazards, and timely internal reporting can improve responsiveness and coordination; and

Whereas, The 2026 Budget was adopted by Common Council File Number 250001 on November 7, 2025; and

Whereas, Amendment 70 placed a footnote in the 2026 Budget directing Department of Public Works to develop a plan for incentivizing Department of Public Works employees to report illegal dumping activity; now, therefore, be it

Resolved, By the Common Council of the City of Milwaukee, that the Department of Public Works is directed to develop a plan for incentivizing its employees to report illegal dumping, street hazards, and other problematic activity encountered in the field; and, be it

Further Resolved, That the Department shall communicate this plan to the Common Council within 120 days of adoption of this resolution.
