Resolution relative to acceptance and funding of a Homeland Security/Southeast Wisconsin Threat Analysis Center Intelligence and Infrastructure grant.

Analysis:
This resolution authorizes the Milwaukee Police Department to accept and fund a Homeland Security STAC Intelligence and Infrastructure grant from the U.S. Department of Justice through the State of Wisconsin, Department of Military Affairs (DMA), in the amount of $140,000 with a city share of $0, and a grantor share of $140,000. The purpose of this grant is primarily to fund a full-time Intelligence Analyst position that will be in located in the STAC (Southeastern WI Threat Analysis Center), a part of Fusion Division. This analyst will assist STAC and its regional partners accomplish their mission to protect the citizens, critical infrastructure and key resources of Southeastern Wisconsin by promoting intelligence-led investigative efforts, and enhancing the domestic preparedness of all levels of government and our partners in the private sector. Funding will also provide $10,000 of travel and $10,000 for other necessary operating supplies.

Whereas, Under CFDA 97.067, the City of Milwaukee appears to be eligible for grant funds from the U.S. Department of Justice through the State of Wisconsin DMA; and

Whereas, The operation of this grant from 9/16/19 to 8/30/20 would cost $140,000 of which $0 (0%) would be provided by the city and $140,000 (100%) would be provided by the grantor; now, therefore, be it

Resolved, By the Common Council of the City of Milwaukee, that the Police Department shall accept this grant without further approval unless the terms of the grant change as indicated in Section 304-81, Milwaukee Code of Ordinances; and, be it
