Minutes note: Mr. Tim Askin said the project is to restore the front yard. Applicant is using the current terraced yard as a victory garden, which the staff doesn't object to. The only objection is to the terracing and the compost socks which violate both city and neighborhood guidelines. Both adjacent neighbors object to the rocks at the base of the driveways. The applicant submitted 3 different designs, labeled Frank A, Frank B and Crawford, the Wasserman design and Frank C (Designer is Donald J. Frank).
Jeff Leswing - owner - he prefers to use outcropping stones so a few inches appear above the soil line which aids erosion control and would not be a continuous wall. He is fine moving in the one wall and lopping off the protruding section on the other side.
Angela Kvidera - adjacent neighbor - she hasn't noticed problems with erosion and she and a guest have both damaged their vehicles on their rocks.
Joan Gnadt - 2317 N. Wahl - adjacent neighbor who shares a driveway with the applicant - she has rocks, but they slope down gradually and by the time they are the sidewalk they are very low. The rocks just need to be lower in order to not damage vehicles.
Mr. Leswing suggests moving in the wall by 12" and would lower it to a common height, approximately 5" lower. Ms. Keating Kahn moved that on the north side the wall be moved in 12" and the height decreased ti 14" and landscape as the owner wishes. On the south end, match the wall on the other side of the driveway so it comes down to zero at the sidewalk and and a continuous wall at the sidewalk of 14" and other non-continuous rocks. The large protusion would be removed. The flat rocks should be true stones and arranged nicely. Seconded by Pieper Eisenbrown.
