Analysis
This resolution declares the surplus school site at 8703 West Howard Avenue surplus to municipal needs and permits the City of Milwaukee to convey the property according to the conditions in the unsolicited Offer to Purchase.
Body
Whereas, In May 1998, Milwaukee Public Schools (“MPS”) issued the report of the Surplus Property Task Force that recommended in part that the property at 8703 West Howard Avenue, exclusive of the 3.34 acres used by the City of Milwaukee Water Department, was not needed for future school needs and recommended that the property be sold after consultation with the City of Greenfield; and

Whereas, The Milwaukee Board of School Directors (“MPS Board”) approved the recommendations of the Surplus Property Task Force on September 29, 1999; and

Whereas, MPS received an unsolicited Offer to Purchase from Horizon Development Group, LLC or assigns (“Horizon”) to purchase the property for development of senior housing and negotiated a purchase price of $1,340,000; and

Whereas, The City of Milwaukee has consulted with the City of Greenfield and the proposed development is acceptable to the City of Greenfield; and

Whereas, The MPS Board conditionally accepted the unsolicited Offer to Purchase of Horizon on August 2, 2001, subject to the approval of the Common Council of the City of Milwaukee; and

Whereas, The City Plan Commission has determined that this property, exclusive of the 3.34 acres used by the Water Department, is surplus to municipal needs; now, therefore, be it
