Substitute resolution relating to application, acceptance and funding of a USDA Forest Service Great Lakes Restoration Initiative Grant (Department of Public Works) “Restoring Milwaukee’s Tree Canopy on Residential Property in Response to Emerald Ash Borer.”
Analysis
This resolution authorizes the Department of Public Works - Operations (Forestry Section) to apply for, accept and fund a USDA Forest Service Great Lakes Restoration Initiative Grant “Restoring Milwaukee’s Tree Canopy on Residential Property in Response to Emerald Ash Borer (EAB).” This grant aims to demonstrate the importance of Milwaukee’s tree canopy through targeted assistance to mitigate the threat of EAB and lead residents to take action to treat or remove and replace ash trees in advance of disease. The total project cost is $272,821, of which 100% will be provided by the grantor with no cost-share from the City required. The program will include the following components:

1. Provide targeted financial assistance to Milwaukee homeowner-occupied residents with confirmed ash tree on their property
a. Maximum 70% cost assistance provided up to established limits
b. Minimum 30% homeowner cost-share required based on actual costs
2. Residents who meet federally-established low income criteria will be eligible to receive full-cost assistance by leveraging existing grant funds to cover the required minimum 30% homeowner cost-share
3. Maximum cost assistance available for two eligible EAB treatment alternatives:
a. Ash tree removal and tree replacement - up to $1,000 limit
b. Ash tree chemical injection - up to $140 limit
4. Contract with private tree care and/or landscape companies to perform EAB treatment alternatives. The City will issue contracts in accordance with Milwaukee Code of Ordinances Chapter 370 “Minority, Woman and Small Business Enterprise Programs”
