Analysis
To implement the provisions of the 2005 city budget, this ordinance:

1. Removes major appliances from the definition of “bulky waste,” meaning that appliances will no longer be collected by the department of public works at no charge.

2. Reduces the maximum volume of trees, logs and branches that will be collected by the department of public works at no charge from 5 cubic yards to 4 cubic yards, and limits such collection to the months of April through November.

3. Authorizes the commissioner of assessments to assess and collect service charges for inspection and appraisal of new construction, remodeling and additions, so that the costs associated with providing these services may be recovered. The amounts of the service charges for inspection and appraisal are also specified.

4. Increases the fees for the provision of police services at special events by 36-38%.

5. Increases, from $50 to $75, the monthly fee for failure to comply with an order to record a residential or commercial property.

6. Removes “safety-related coordination” from the list of responsibilities of the department of administration to reflect the fact that responsibility for this area lies with the safety commission, which receives staff support primarily from the police department.
