Minutes note: Ald. Davis hands the gavel to Vice-Chair Ald. Zielinski so he can testify. Maria Monreal-Cameron, Charles V. Vang and Curtiss Harris from the Hispanic Chamber of Commerce, the Hmong Chamber of Commerce and the African-American Chamber of Commerce, respectively, at the table. Ald. Davis asks when the report would be required. Ald. Witkowski requests the report as soon as possible upon the completion of the fiscal year, which would be December 31st. Mr. Harris says the chamber is working to create more green jobs. Ms. Monreal-Cameron says that the funds from CDBG for her chamber of commerce were depleted in July of 2008. She says that CDBG is the sole public subsidy that the Hispanic Chamber of Commerce receives to use for employment services. Mr. Vang says that the money is used to help small businesses, including small loans. Ald. Witkowski moves to amend the resolution to add an evaluation and reporting component to the resolution. Each individual agency would be providing the report and the City Clerk's office would be the recipient. The report would be in written format. Prevailed 5-0. Ald. Davis says that the reporting requirement would be submitted to the City Clerk's office since the funds are not provided by block grants, but by the City of Milwaukee.

This resolution appropriates $40,000 from the 2009 Economic Development Committee Special Purpose Account to the following organizations for economic development and job creation activities:

$20,000 to the African-American Chamber of Commerce of Greater Milwaukee.

$10,000 to the Hispanic Chamber of Commerce.

$10,000 to the Hmong Chamber of Commerce.

Whereas, The Economic Development Committee Fund is used for promoting the City’s economic development programs and job creation activities; and

Whereas, The African-American Chamber of Commerce of Greater Milwaukee, the Hispanic Chamber of Commerce and the Hmong Chamber of Commerce play a vital role in supporting the City’s economic development and job creation activities by providing crucial technical services for capacity growth to their members; and

Whereas, Discussions with these 3 organizations have been ongoing and have concentrated on economic development and job creation among those sectors of the communities that the organizations service; now, therefore, be it

Resolved, By the Common Council of the City of Milwaukee, that $40,000 is appropriated from the 2009 Economic Development Committee Fund Special Purpose Account, 0001-1300-S123-006300, to the following organizations to support economic development and job creation activities by providing crucial technical services for capacity growth to their members:

$20,000 to the African-American Chamber of Commerce of Greater Milwaukee.

$10,000 to the Hispanic Chamber of Commerce.

$10,000 to the Hmong Chamber of Commerce.

Further Resolved, That the funds appropriated to these organizations shall not be used for staffing purposes; and, be it
