Analysis
This resolution approves designation by the Redevelopment Authority of the Congress Extended Year-Round Elementary School (North Campus), the Craig Montessori School, and La Escuala Fratney (collectively the “Schools”) under Section 66.1333 (2m) (bm), Stats., approves the acquisition of a license in and to the Schools by the Redevelopment Authority, and authorizes the proper City officers to execute the license and such other instruments and agreements as may be necessary in conjunction with the proposed issuance of revenue bonds by the Redevelopment Authority to finance improvements to the Schools.

Whereas, The Redevelopment Authority and the Milwaukee Public Schools anticipate cooperative efforts to authorize the issuance of Redevelopment Authority of the City of Milwaukee, Wisconsin, Redevelopment Lease Revenue Bonds, Series 2005A (Milwaukee Public Schools - Congress, Craig and Fratney Schools) (the “Bonds”) in order to finance improvements to the Schools; and

Whereas, Pursuant to Section 66.1333 of the Wisconsin Statutes the Redevelopment Authority anticipates adoption of a resolution determining that each of the Schools, located at 5225 West Lincoln Creek Drive, 7667 West Congress Street, and 3223 North Fratney Street, by virtue of their present condition, substantially impair and arrest the sound growth of the community, and further anticipates determining that each of the Schools constitutes a “blighted property” within the meaning of Section 16.1333 (2m) (bm) of the Wisconsin Statutes and need to be upgraded to improve property ...
