Title:
Resolution regarding the Milwaukee Water Works tunnel between the Linnwood Water Treatment Plant and the Riverside Pumping Station.
Analysis:
This resolution authorizes the issuance of a Request for Proposals and execution of a contract for services to perform a physical inspection and any necessary repairs of the tunnel that delivers treated drinking water from the Linnwood Water Treatment Plant to the Riverside Pumping Station.
Body:
Whereas, Milwaukee Water Works has a 7,200 foot tunnel that has been in service since the 1920’s which transports treated drinking water from the Linnwood Water Treatment Plant to the Riverside Pumping Station; and
Whereas, The tunnel was last inspected and repaired in 1986; and
Whereas, The prudent management of this critical infrastructure necessitates, and Wisconsin Department of Natural Resources recommends, that Milwaukee Water Works perform a physical inspection of the tunnel; and
Whereas, It is likely that certain areas needing repair will be identified during the inspection and these repairs should be made while the tunnel is out of service for the inspection; and
Whereas, It is impractical to develop precise bidding specification for these services, estimated to cost $1,200,000, which Milwaukee Water Works will fund through existing borrowing authority; now, therefore be it
Resolved, By the Common Council of the City of Milwaukee, that the Commissioner of Public Works is hereby authorized and directed to issue a Request for Proposals and execute a contract for services to perform a physical inspection and any necessary repairs of the tunnel between the Linnwood Water Treatment Plant and the Riverside Pumping Station.
