Analysis
This ordinance defines the glass water tubes commonly used to keep flowers watered, metal dish cleaning or scouring pads not impregnated with soap, and paper-wrapped cigars if sold individually or in packages of 4 or fewer as drug paraphernalia. According to s. 106-36 of the code, drug paraphernalia may not be manufactured, packaged, stored, sold or possessed in the city.

The Mayor and Common Council of the City of Milwaukee do ordain as follows:
Part 1. Section 106-36-1-L-14 to16 of the code is created to read:
106-36. Drug Paraphernalia.
1. DEFINITION.
L-14. Glass water tubes, commonly used to keep single flowers watered and to contain and sell paper and plastic flowers.
L-15. Metal dish cleaning or scouring pads not impregnated with soap.
L-16. Cigars filled with loose tobacco, with a wrapper made entirely of paper, if sold individually or in packages of 4 or fewer.
