Title

Substitute resolution authorizing the Department of Employee Relations to execute a contract for the City’s group life insurance benefit.

Analysis

This resolution authorizes the Department of Employee Relations to execute a three year contract for the City’s Group Life Insurance benefit for employees and retirees with contract terms commencing January 1, 2020.

Body

Whereas, The City’s current contract with MetLife to provide Group Life Insurance benefits expires on December 31, 2019; and

 

Whereas, MetLife has incurred substantial losses on the existing policy based on unsustainable rates and offered financial contract extension terms that were unfavorable to the City; and  

 

Whereas, Common Council File 190018 authorized the Department of Employee Relations to issue a request for proposal (RFP) and initiate a new selection process for a group life insurance provider beginning January 1, 2020; and

 

Whereas, An evaluation committee comprised of representatives from the Department of Employee Relations, the Employes’ Retirement System and the Department of Administration Budget Office along with Willis Towers Watson reviewed and evaluated responses and financial terms; and

 

Whereas, The evaluation committee is recommending MetLife for a new three year contract term based on more competitive financial terms with a minimal price difference from the next most competitive bid; and

 

Whereas, MetLife has been a good partner with the City in providing group life insurance coverage to employees and retirees; now, therefore, be it

 

 

Resolved, By the Common Council of the City of Milwaukee that the Department of Employee Relations is authorized to execute a three year contract with MetLife to provide group life insurance benefits commencing January 1, 2020.
