Minutes note: Gina Stilp, Executive Director with the Zilber Family Foundation, gave a presentation on the Community Development Alliance’s (CDA) Collective Affordable Housing Strategic Plan, asking the HACM Board of Commissioners to endorse the proposal. Ms. Stilp explained that the purpose of the plan is for more Black and Latino families to become homeowners by allowing renters that earn less than $15.00 per hour to pay $650.00 in rent, or no more than 30 percent of the net income, on housing costs. Commissioners discussed the causes for the decline in homeownership and the challenges of affordable rentals. Commissioners also discussed strategies to align the CDA’s Housing Plan with HACM as a road map to attack the challenges and provide affordable housing. Willie L, Hines, Jr., HACM’s Secretary Executive Director, thanked Ms. Stilp for her report and commented that he is a part of the executive team for CDA and looks forward to the continued efforts of the partnership

WHEREAS, The Community Development Alliance (CDA) is an affiliation of community development funders and practitioners that are advancing racial equity with a goal to providing a quality affordable home for every Milwaukeean; and
WHEREAS, to reach this goal, the CDA in partnership with stakeholders has developed Milwaukee’s Collective Affordable Housing Strategic Plan (the “Housing Plan”); and
WHEREAS, the Housing Plan is being developed using the Government Alliance on Race & Equity (GARE) Racial Equity Toolkit, which has included examination of the data, community engagement, and development of the equitable strategies and values listed in the Housing Plan; and
WHEREAS, the Housing Plan includes four Strategic Areas that align with the work of HACM, namely:
i. Black & Latino Homeownership - Offense. The production of additional units, promotion of homeownership, and assistance with purchase;
ii. Black & Latino Homeownership - Defense. The preservation of the ability of existing homeowners to stay in their homes, and other anti-displacement efforts;
iii. Rental Units for Families Making $7.25 - $15 per hour - Offense. The production of additional units, and the conversion of existing higher rent units to be lower rent;
iv. Rental Units for Families Making $7.25 - $15 per hour - Defense. The preservation of existing units, Eviction Reduction, and other anti-displacement efforts; and
WHEREAS, the recommended approaches for each Strategy Area listed in the Housing Plan will have a meaningful impact on the work HACM does, and the people HACM serves; therefore, be it
RESOLVED, by the Commissioners of the Authority that they hereby endorse the Collective Affordable Housing Strategic Plan and look forward to working with CDA to implement the approaches in the Plan.
