Title

A charter ordinance relating to the manner in which the city is notified of changes to the budget of an agency authorized to determine its expenditures and the taxes to be levied therefor.

Analysis

Current charter provisions require that any agency authorized to determine its expenditures and the taxes to be levied notify the city clerk of any changes to its budget as adopted by the common council at least 2 days prior to the time fixed by law for the adoption of the budget by the common council.  This amendment to the charter adds that the city comptroller shall also be notified.

Body

The Mayor and Common Council of the City of Milwaukee do ordain as follows:

 

Part 1.  Section 18-05-3 of the charter is amended to read:

 

18-05.                     Adoption of Budget.

 

3.  CHANGES, PRIOR TO FIXED BUDGET.  When any department, authorized to determine its expenditures and the taxes to be levied therefor, shall authorize a change in its budget by the common council, it shall file its resolution authorizing the change with >>both<< the city clerk >>and the city comptroller<< at least 2 days prior to the time fixed by law for the adoption of such budget, and the council shall then make the change in accordance therewith.

 

Part 2.  This is a charter ordinance and shall take effect 60 days after its passage and publication, unless within 60 days a referendum petition is filed as provided in s. 66.0101(5), Wis. Stats., in which event this ordinance shall not take effect until submitted to a referendum and approved by a majority of the electors voting thereon.
