Analysis
This resolution will approve and authorize the execution of an Intergovernmental Cooperation Agreement with the City of Milwaukee and Milwaukee County for the reconstruction of the floor slab of the Parcel 5 MacArthur Square Easement Area at the former Pioneer Village of the Milwaukee Public Museum.
Body
Whereas, The floor slab acts as the ceiling of the Kilbourn Avenue Tunnel or I-43 exit ramp; and

Whereas, The flooring of Parcel 5 identified in the Easement as the Civic Center Plaza or Space Center (“Parcel 5”) was originally intended to be the floor of a building to be constructed thereon on a later date and was therefore made from voided concrete designed for indoor use; and

Whereas, The structure above Parcel 5 was never constructed, and the voided concrete slab has deteriorated because it has been exposed to outdoor weather elements since its construction in the 1960s; and

Whereas, A structural engineering consultant hired by the City has inspected the voided concrete slab and provided a report on June 8, 2015, that recommended replacement of the voided concrete slab; and

Whereas, The September 14, 1976 easement agreement between the City and the County required the City to perform structural maintenance and repair of the floor, and the County to perform maintenance and repair to the surface of the floor; and

Whereas, Negotiations have taken place between Milwaukee County and the City of Milwaukee, to finalize the Agreement regarding the reconstruction of the floor slab; and

Whereas, Milwaukee County, pending board approval, has agreed to 50/50 cost sharing for all design, oversight, and construction expenses; and
