This resolution authorizes and directs the City Comptroller to transfer up to $15,000 from the 1998 Common Council Contingent Fund to the 1998 Essential Utility Services-Residential Real Property special purpose account to eliminate any negative balance in the special purpose account.


BODY:
Whereas, Section 200-21 of the Milwaukee Code of Ordinances authorizes the commissioner of neighborhood services to enter upon residential premises, both owner-occupied and renter-occupied, to take actions necessary to provide essential services, make necessary repairs or provide needed maintenance of structures or equipment when the owners of such premises have failed to provide these services, repairs or maintenance and where such failure creates emergency situations that constitute a substantial threat to public health, safety and welfare; and

Whereas, A special purpose account, the Maintenance of Essential Utility Services-Residential Real Property fund (Account Number 01-045-8001), has been established for the purpose of funding activities of the commissioner of neighborhood services authorized by s. 200-21; and

Whereas, The 1998 City Budget appropriation for the Essential Utility Services-Residential Real Property special purpose account was $65,000; and

Whereas, Due to unforeseen circumstances, including the expenditure of approximately $20,000 for the repair of sewer laterals and $7,000-$10,000 for the installation of new water service in situations where several dwellings share a water source, the 1998 Essential Utility Services-Residential Real Property special purpose account had a balance of -$11,833 as of January 29, 1999; now, therefore, be it
