Substitute resolution directing the Department of Administration - Intergovernmental Relations Division to seek introduction and passage of state legislation authorizing the City to issue electronic tax bills to certain property owners.

Body
Whereas, It would be advantageous for the City to offer property owners the option of receiving tax bills via electronic means; and
Whereas, The use of electronic billing would result in savings to the City in paper, postage and other costs associated with paper billing; and
Whereas, The reduction in the use of paper is an environmentally-friendly practice; and
Whereas, Many property owners may prefer electronic over mailed billing; and
Whereas, Many businesses in the private sector now offer electronic billing; and
Whereas, Electronic billing is being offered by an increasing number of municipalities, counties and states; and
Whereas, Section 74.09(5) of the Wisconsin State Statutes mandates that tax bills be mailed and therefore does not allow the City to offer its property owners the option of receiving electronic billing; now, therefore, be it
Resolved, By the Common Council of the City of Milwaukee, that the Department of Administration - Intergovernmental Relations Division is directed to seek introduction and passage of state legislation authorizing the City to issue electronic tax bills to certain property owners.
