Analysis
Previously, The WISDOT authorized the City to do preliminary engineering on Federal/State aid local projects through the execution of a project agreement for each project. Recently they informed us that because of statutory requirements and accounting procedures, we must enter into contracts with them in addition to the project agreement, before they will authorize us to do the preliminary engineering on these projects. We have negotiated with WISDOT and both have agreed that a master contract covering several projects over a specified time period was the most efficient. The terms of the master contract are acceptable to us and this resolution authorizes and directs the Commissioner of Public Works and the City Comptroller to execute master contracts for preliminary engineering work with WISDOT in the future. Project agreements will still be required for each project and separate Common Council action will still be necessary to approve the agreements and to establish project preliminary engineering funding.

Whereas, The City of Milwaukee utilizes a significant amount of Federal and/or State aid for local street and bridge improvement projects; and

Whereas, City forces undertake most of the preliminary engineering activities on these projects; and

Whereas, Up to now, the Wisconsin Department of Transportation (WISDOT) has authorized the preliminary engineering on these City projects after the execution of a Project Agreement for the project; and
