This resolution directs the Department of Administration -Intergovernmental Relations Division to seek introduction and passage of state legislation to allow cities of the first class to enact regulations pertaining to firearms.
Body
Whereas, Section 66.0409, Wis. Stats., significantly limits the authority of local governments to regulate firearms by effectively precluding a municipality from enacting ordinances or resolutions that regulate the sale, purchase, purchase delay, transfer, ownership, use, keeping, possession, bearing, transportation, licensing, permitting, registration, or taxation, of any firearm, including ammunition and reloader components unless, the ordinance, or resolution is similar to, and no more stringent than a state statute; and
Whereas, Firearm-related criminal activity continues to plague many neighborhoods in the City of Milwaukee; and
Whereas, Firearm-related criminal problems are most acutely experienced, understood and combated at the local level, thus giving cities of the first class a legitimate interest in enacting ordinances regulating firearms; and
Whereas, Enforceable ordinances regulating firearms could be used in the effort to reduce firearm-related criminal activity; now, therefore be it
Resolved, By the Common Council of the City of Milwaukee, that the Department of Administration -Intergovernmental Relations Division is directed to seek introduction and passage of state legislation to allow cities of the first class to enact regulations pertaining to firearms.
