Title

Resolution authorizing the Department of Administration to negotiate an agreement with the Midwest Fiber Networks (MWFN) relating to construction of a citywide wireless network infrastructure.

Analysis

This resolution authorizes the Department of Administration to negotiate an agreement with the Midwest Fiber Networks relating to construction of a citywide wireless network infrastructure.  The negotiated agreement shall be submitted to the Common Council for approval prior to execution.

Body

Whereas, The Midwest Fiber Networks (MWFN), a Milwaukee-based company that builds telecommunications networks, has approached the City wishing to build a citywide wireless network infrastructure at its own cost; and

 

Whereas, MWFN is an alternative telecommunications utility which has standing to occupy the public right-of-way under the federal Telecommunications Act of 1996; and

 

Whereas, The City has facilities that MWFN wishes to use and/or occupy; and

 

Whereas, There would be no direct cost to the City for building the network; and

 

Whereas, A citywide wireless network would bring many economic benefits to Milwaukee; and

 

Whereas, The proposed network would be open for other companies to use; and

 

Whereas, This agreement would be non-exclusive, and other companies could propose to build similar networks; and

 

Whereas, The City could receive revenue and/or wireless services at no direct cost as part of the agreement; now, therefore, be it

 

Resolved, By the Common Council of the City of Milwaukee, that the Department of Administration is authorized to negotiate an agreement with MWFN relating to construction of a citywide wireless network infrastructure, and submit the negotiated agreement to the Common Council for approval.
