Substitute resolution authorizing the City of Milwaukee to enter into a Memorandum of Understanding with the HIDTA Executive Committee.


ANLS:
This resolution authorizes the Milwaukee Police Department to participate in a High-Intensity Drug Trafficking Area (HIDTA) project. The project, funded through the Office of National Drug Control Policy, is a coordinated approach involving federal, state, and local agencies. A Memorandum of Agreement will cover the federal fiscal year ended September 30, 1998, only. It allows reimbursement of 50% of salaries and fringe benefits, and 100% of overtime expenses for staff time contributed by the Milwaukee Police Department toward HIDTA efforts.


BODY:
Whereas, The United States Office of National Drug Control Policy (ONDCP) has established High-Intensity Drug Trafficking Area project (HIDTA) combining the efforts of federal, state and local anti-drug and law enforcement agencies to combat drug trade and use in Milwaukee; and

Whereas, The Milwaukee Police Department, being a key agency in reducing drug trade and use, has been designated as one of nine participating agencies on the Milwaukee HIDTA Executive Committee; and

Whereas, The ONDCP has awarded the Milwaukee HIDTA project $3 million for operations for the federal fiscal year ending September 30, 1998; and

Whereas, The Milwaukee Police Department will provide up to 12 full-time equivalent positions to HIDTA efforts, with 50% reimbursement from the HIDTA project for salaries and fringe benefits, and 100% reimbursement for related overtime expenditures; and

Whereas, The Milwaukee Police Department's participation in the HIDTA project for federal fiscal year 1998 is expected to total $286,062, of which $114,740 is the grantor share and $171,322 is the in-kind city share; and
