This resolution authorizes the Department of City Development to transfer various parcels of land owned by the City of Milwaukee to the Housing Authority of the City of Milwaukee to facilitate their HUD-authorized Section 5-h Homeownership Program.
BODY:
Whereas, The Common Council of the City of Milwaukee by File No. 68-1025, adopted October 8, 1968, authorized the execution of a Cooperation Agreement between the City of Milwaukee ("City") and the Housing Authority of the City of Milwaukee ("Authority") setting forth the terms of local cooperation necessary for the development and construction of new dwelling units of low rent public housing, described as Program Reservation No. WIS 2-E; and

Whereas, In the aforesaid Cooperation Agreement, lands for construction of family-type dwelling units were leased to the Authority on a ground lease of at least 40 years (no monetary consideration); and

Whereas, The Authority, through a special HUD program titled Section 5-h Homeownership Program, is now able to sell these housing units, constructed on City-owned vacant lots, exclusively to existing Authority or City of Milwaukee Rent Assistance residents; and

Whereas, Land on which these units were constructed was leased by the Authority from the City; and

Whereas, To sell these units to pre-qualified tenants, title to the property must be in the Authority's name; and

Whereas, The Authority is actively marketing these homes to pre-qualified, current Authority and Rent Assistance residents who will be owner-occupants; and

Whereas, The Authority has HUD authorization for 90 such sales to eligible buyers under the Section 5-h Homeownership...
