Analysis
This resolution authorizes the appropriate City officials to enter into a memorandum of understanding under the terms of which a Milwaukee County/Waukesha County Consortium for Emergency Public Health Preparedness will be created. This consortium will include 14 Milwaukee County health departments as well as the Waukesha County Department of Health and Human Services.

Body
Whereas, In the interest of strengthening the competence, capability, coordination and readiness of the public health community in southeastern Wisconsin, 14 Milwaukee County health departments and the Waukesha County Department of Health and Human Services have proposed the creation of a Milwaukee County/Waukesha County Consortium for Emergency Public Health Preparedness; and

Whereas, Given the current struggle against terrorism, both at home and abroad, it is appropriate that the City of Milwaukee take reasonable steps to improve its own ability to respond to various public health emergencies; and

Whereas, The Wisconsin Division of Public Health has made municipal receipt of certain funding grants and contracts contingent on participation in multi-county public health emergency preparedness consortia; and

Whereas, The creation of this consortium, as set forth in the memorandum of understanding attached to this resolution, will also be a step forward in efforts to improve intergovernmental cooperation throughout the region; now, therefore, be it
