Analysis:
This resolution authorizes the Office of the Comptroller to accept up to $116,867.52 of expenditures incurred by Opportunities Industrialization Center and which were disallowed upon audit.
Body:
Whereas, The Office of the Comptroller recently conducted an audit of expenditures incurred by the Opportunities Industrialization Center; and

Whereas, That among the findings resulting from that audit $116,867.52 of eligible costs originally paid under the HOME Program were determined to have been later duplicately claimed and paid under the CDBG Program; and

Whereas, Subsequent to the audit it was determined that these costs were not duplicately claimed but rather represented costs which were disallowed under the HOME Program due to their being in excess of the budget amount for the individual properties; and

Whereas, These excess expenditures should have been paid under the HOME Program by means of a budget amendment; and

Whereas, Under City policy it is the function of the Office of the Comptroller to disallow costs when they exceed the budget; and

Whereas, Opportunities Industrialization Center believed that they had been authorized to reclaim these amounts under the CDBG Program which would normally not be allowable since the properties were budgeted under the HOME Program; and

Whereas, The City understands that there could have been a misunderstanding on the part of Opportunities Industrialization Center as to what was allowed; now, therefore, be it
