Analysis
This resolution transfers departmental jurisdiction and responsibility for the City-owned, property-tax-foreclosed property from the Department of City Development to the Department of Public Works for use as a municipal office and public building to be occupied by the Office of African American Affairs.
Body
Whereas, The City of Milwaukee acquired the property at 4830 West Fond du Lac Avenue (“the Property”) on July 11, 2016, through property-tax foreclosure; and
Whereas, The Property is a 2-story office building totaling 7,736 square feet; and
Whereas, Upon acquisition, the Department of City Development (“DCD”), under Milwaukee Code of Ordinances (“MCO”) 308-1-2-k, became responsible for management and marketing of the Property; and
Whereas, As part of DCD’s duty to provide real estate services to other City departments and agencies under MCO 308-1-2-f, DCD identified the Property as a potential location for use by the newly-created City of Milwaukee Office of African American Affairs (“OAAA”), and held it off the market while the Property was being evaluated for that purpose; and
Whereas, The Department of Administration (“DOA”) and Department of Public Works (“DPW”) evaluated the Property and found it suitable for OAAA use and occupancy following renovation; and
Whereas, Under MCO 309-1-1, DPW is responsible for the management and maintenance of City-owned facilities and public buildings used for municipal functions and under MCO 309-39, DPW has contract bidding authority concerning repair, remodeling and improvement of public buildings; now,...
