Analysis
This ordinance makes the following changes to the submission requirements for certified survey maps:
1. Allows the commissioner of city development to waive the requirement that a preliminary plat be approved before a final plat can be submitted.
2. Removes the requirement that all submitted certified survey map sets be originals.
3. Allows for the submission of certified survey maps in electronic form.
4. Allows for electronic signatures on certificates.
Body
The Mayor and Common Council of the City of Milwaukee do ordain as follows:

Part 1. Section 119-5-3-a to d of the code is renumbered to 119-5-3-b to e.

Part 2. Section 119-5-3-a of the code is created to read:

119-5. Procedures.

3. FINAL SUBDIVISION PLATS.

a. A preliminary plat shall be approved pursuant to s. 119-5-2 prior to submittal of a final plat unless waived by the commissioner.

Part 3. Section 119-6-1 and 2 of the code is amended to read:

119-6. Submission Requirements; Certified Survey Maps.

1. [[One original]] >>The proposed<< certified survey map set shall be submitted with an application and associated fees. All sheets submitted shall [[be originals and]] have the surveyor’s seal, surveyor’s signature and signature date.

2. The certified survey map shall be prepared with a permanent, nonfading black image on durable white opaque media that is 8-1/2 inches wide by 14 inches long, [[or]] on other media that is acceptable to the register of deeds, >>or submitted in an electronic format specified by the department of city development<< with a binding margin [[1 and ½]] >>1-1/2<< inches wide and a [[½-inch]] >>1/2-inch<< margin on all other sides.
