Title
Substitute resolution relating to the issuance of a request for proposals for the Cease Fire program.
Analysis
This resolution authorizes the Health Department Office of Violence Prevention to implement the Cease Fire program and authorizes the Department of Administration - Purchasing Division to issue a request for proposals for the Cease Fire program.
Body
Whereas, The Cure Violence Health Model involves training and paying trusted insiders of a community to anticipate where violence will occur and intervene before it erupts; and

Whereas, The Cure Violence Health Model is currently being implemented in more than 50 sites around the world, and has resulted in 41-73% reductions in shootings and killings in Cure Violence zones; and

Whereas, The Health Department Office of Violence Prevention has developed the Cease Fire program, a violence reduction initiative based on the Cure Violence model; and

Whereas, Through the Cease Fire program, individuals with community credibility will perform street outreach; and

Whereas, Cease Fire program staff will focus on how to de-escalate conflict before the conflict results in violence; and

Whereas, The Cease Fire program supports the first goal of the Office of Violence Prevention Blueprint for Peace, “Stop the shooting. Stop the Violence.”; and

Whereas, The 2018 Budget provided $280,000 to the Health Department to implement the Cease Fire program in one neighborhood; and

Whereas, The City has received a $100,000 contribution from Bader Philanthropies to help expand the Cease Fire program to a second neighborhood; and

Whereas, The Office of Violence Prevention plans to implement the Cease Fire program in the Old North Milwaukee neighborhood; and

Whereas, Common Council File Number 170642, adopted September 26, 2017, directs the Health Department to seek Common Council approval prior to implementing a Cure Violence initiative,...
