Title

Substitute resolution relating to the process for 2018 health and dental benefit rates.

 

Analysis

This resolution authorizes the Department of Employee Relations (DER) to use the health benefit and dental rates for 2018 as projected by Willis Towers Watson. Utilization experience will be evaluated for OptumRx and the UnitedHealthcare (UHC) Choice, Choice Plus and High Deductible Health Plans for active employees and the UHC Choice and Choice Plus Plans for retired members. In addition, dental plan experience will be analyzed to determine 2018 dental rates for active employees.

 

Body

Whereas, The City has contracted with Willis Towers Watson to provide actuarial services to the City including projections for City health and dental plan rates; and

 

Whereas, The City wants to ensure that healthcare and dental rate projections for 2018 are as accurate as possible; and

 

Whereas, Willis Towers Watson’s actuary will gather current cost and utilization data from UnitedHealthcare, OptumRx and the City’s dental providers to provide benefit rate projections based on the City’s 2018 anticipated benefit design structure; and

 

Whereas, The DER wishes to communicate 2018 benefit rates to employees and retirees prior to the open enrollment period; and

 

Whereas, The City of Milwaukee has requested that Willis Towers Watson calculate 2018 health rate projections for four tiers of premiums for active employees in all plans offered and health premiums for retirees under 65 and over 65 for the UHC Choice and Choice Plus Plans; now, therefore, be it

 

Resolved, By the Common Council of the City of Milwaukee that the DER is authorized to use and communicate the rates projected by Willis Towers Watson for all health and dental plans offered to active employees and a UHC Choice and Choice Plus Plan for retirees.
