Title:
Resolution relative to application, acceptance and funding of a University of Wisconsin Medical School Grant for the Milwaukee Homicide Review Commission. (Police Department)

Analysis:
This resolution authorizes the Milwaukee Police Department to apply for, accept, and fund a Homicide Review Commission from the University of Wisconsin Medical School's Wisconsin Partnership Fund For a Healthy Future Grant in the amount of $441,488, with a city share of $41,488 and a grantor share of $400,000. The purpose of this project is to draw on both criminal justice and public health models of homicide review to better understand the nature of homicide through strategic problem analysis, and to develop innovative responses and strategically focus limited enforcement and intervention activities on those identifiable risks.

Body:
Whereas, The City of Milwaukee appears to be eligible for grant funds from the University of Wisconsin Medical School for a Homicide Review Commission Grant; and

Whereas, The Milwaukee Police Department may enter into agreements with Dr. Mallory O'Brien and Research Assistant Laurie Woods as consultants to coordinate the commission's activities and to collect, analyze and report data; and

Whereas, The operation of this grant from 01/01/05 to 12/31/07 would cost $441,488, of which $41,488 (9%) would be provided by the city and $400,000 (91%) would be provided by the grantor; now, therefore, be it

Resolved, By the Common Council of the City of Milwaukee, that application to the University of Wisconsin Medical School is authorized and the Police Department shall accept this grant without further approval unless the terms of the grant change as indicated in Common Council File 030712; and, be it

Further Resolved, That the City Comptroller is authorized to:
