Minutes note: Appeared Ald. Coggs Alderwoman Coggs discussed the allocation of funds for the MKE Community Impact Committee, which manages participatory budgeting. Out of a $600,000 total allocation, $500,000 is reserved for public submissions for non-police public safety projects, while $100,000 is authorized for technical assistance and consulting. The committee is currently drafting guidelines for public submissions and expects to report these recommendations by November. While the goal is to begin taking submissions before the end of 2027, some project expenditures may carry over into 2028. Ald. Stamper, Ald. Moore, and Ald. Jackson asked to be co-sponsors.

Substitute resolution authorizing the City Clerk to expend up to $100,000 to support the activities of the MKE Community Impact Committee.

 

Analysis

This resolution authorizes the City Clerk to expend up to $100,000 of the $600,000 allocated to the MKE Community Impact Committee from the Council-Led Transfer Fund. The expenditures shall be used to support the administrative activities of the committee.

 

Body

Whereas, Common Council File Number 241394, adopted April 2, 2025, allocates $600,000 to the MKE Community Impact Fund from the Council-Led Transfer Fund; and

 

Whereas, Common Council File Number 250489, which was adopted in July 2025, created the MKE Community Impact Committee; and

 

Whereas, The purpose of the committee is to devise a method for allocating funds within the MKE Community Impact Fund and is required to present the methodology to the Common Council; and

 

Whereas, All Committee proposals shall be for non-police public safety solutions; now, therefore, be it

 

Resolved, By the Common Council of the City of Milwaukee, that the City Clerk is authorized to expend up to $100,000 from the Council-Led Transfer Fund to support the administrative activities of the MKE Community Impact Committee; and, be it 

 

Further Resolved, That the activities may include trainings, conferences, consultant services, and software tools; and, be it

 

Further Resolved, That the MKE Community Impact Committee shall adopt a spending plan for any portion of this authorized expenditure.
