Title
Substitute motion to amend the common council procedure and rules relating to decorum.
Analysis
This motion expands the provisions in the common council procedure and rules relating to decorum to include:  referring to members by title; obtaining recognition to speak; prohibiting the consumption of food during meetings; prohibiting the use of telephones and pagers during meetings; and making announcements that promote a business or political cause.
Body
Part 1.  Article III, Section 3, of the Common Council Procedure and Rules is repealed and recreated to read:
 
ARTICLE III
DECORUM AND PROCEDURE
 
Section 3.  Decorum. In order to maintain the dignity and decorum expected while conducting the public business, no member may:
 
1.      Interfere with the orderly progress of the meeting by leaving their seat or engaging in unnecessary conversation.
 
2.      Fail to take his or her seat after having been requested by the chair to do so.
 
3.      Use any profane, disparaging or abusive language.
 
4.      Refer to any other member except by title.
 
5.      Speak without being recognized by the chair.
 
6.      Address another member directly, but shall address all remarks through the chair.
 
7.      Consume food, other than beverages, during a meeting.
 
8.      Allow any telephone or pager to ring audibly during a meeting.
 
9.      Make any telephone calls from the floor during a meeting.
 
10.      Make any announcements to promote for-profit businesses or promote a political candidate or position on a referendum during a meeting.
 
11.      Engage in any other unprofessional conduct.
