This substitute resolution appropriates $59,223 from the 1998 Common Council Contingent Fund, Account Number 09-910-8000, to the Department of Employe Relations Service Account, Account Number 01-165-6300, to pay consulting costs incurred to evaluate and estimate the cost of the settlement offer made by the Milwaukee Police Association and related pension alternatives, including retiree health insurance.


BODY:
Whereas, The City of Milwaukee received a settlement proposal from the Milwaukee Police Association, which prompted the need for further analysis of the impact the settlement proposal would have on the city concerning pension and health insurance for both active and retired employes; and

Whereas, The Department of Employe Relations was not able to anticipate consulting expenses of this magnitude when preparing the 1998 budget in 1997; and

Whereas, The Department of Employe Relations does not customarily budget for such large consulting/negotiation fees due to the cyclical and unusual nature of such activities; and

Whereas, The cost for services provided by Buck Consultants for evaluating the pension aspects of the settlement proposal was $48,898, while the cost for services provided by Willis Corroon for evaluating the health insurance aspect of the settlement proposal was $10,325, for a total of $59,223; now, therefore, be it
