Title
Resolution relating to a Request for Proposal for an operational study of services provided by the Department of Employee Relations.
Analysis
This resolution suspends the expenditure of any City funding related to the preparation and release of a Request for Proposal for a "Civil Service and Human Resources Reform Project" or operational study of the City's civil service and human resources system, until such time as the Common Council approves the scope of services for such an RFP.
Body
Whereas, On April 23, 2002, the Common Council adopted File Number 011081, a resolution authorizing carryover of certain fund balances within the City of Milwaukee 2001 Adopted City Budget to 2002, in accordance with Section 65.07(1)(p), Wisconsin Statutes; and

Whereas, Exhibit A dated April 18, 2002 attached to File Number 011081 included the carryover of $10,500 within the Department of Administration-Budget & Management Division's Operating Expenditure Account for "BMD Operating Funds-Printing/Space Reconfiguration"; and

Whereas, In a revised Exhibit A by the DOA-Budget & Management Division dated April 23, 2002, the day of Council adoption of File Number 011081, the Department of Administration-Budget & Management Division revised the aforementioned carryover to provide a total of $160,500 for "BMD Operating Funds-Printing/Space Reconfiguration/Operational Study"; and

Whereas, On December 10, 2002, the City's Central Board of Purchases approved the development of an RFP for an operational study of the Department of Employee Relations to "re-vision the City's Civil Service and Human Resources System" utilizing $150,000 of this carryover to contract with a private firm to "coordinate the rethinking and transformation of the City's civil service and human resources management"; and
