Title
Resolution directing the Department of Administration - Intergovernmental Relations Division to lobby the State of Wisconsin Department of Administration - Division of Enterprise Operations to consider issues of national security when contracting for technology.
Analysis
A U.S. House of Representatives’ investigative report has identified Chinese telecommunications companies as potential threats to U.S. national security and recommends that the government should not contract with certain companies. The City does much of its purchasing of these types of products by “piggybacking” on state negotiated contracts. This resolution directs the Department of Administration - Intergovernmental Relations Division to lobby the State of Wisconsin Department of Administration - Division of Enterprise Operations to consider issues of national security when contracting for technology and amends the “2013-2014 State Legislative Proposals” attached to Common Council File Number 121009 to that effect.

Whereas, The U.S. House of Representatives’ House Permanent Select Committee on Intelligence has presented an investigative report that identifies the Chinese telecommunications companies Huawei and ZTE as posing issues of national security; and
Whereas, The Committee’s report recommends that the United States should view with suspicion the continued penetration of the U.S. telecommunications market by Chinese telecommunications companies; and
Whereas, The report recommends that U.S. government systems not include Huawei or ZTE equipment or component parts and that government contractors also exclude Huawei or ZTE equipment in their systems; and
Whereas, Local governmental systems would be as vulnerable as those of the U.S. government and should also not include Huawei or ZTE equipment or component parts in their systems; and
