Analysis
This resolution directs the Department of Administration - Intergovernmental Relations Division to seek introduction and passage of legislation including the failure of parents and other guardians to comply with the State of Wisconsin's mandatory education laws for children under the age of 12 in the statutory definition of "neglect" as set forth in s. 48.981(1)(d), Wis. Stats.

Body
Whereas, In the 21st century, there are few more important responsibilities assumed by the parent or guardian of a child than assuring that he or she receives an adequate education; and

Whereas, Children who habitually do not attend school suffer significantly higher rates of unemployment and poverty later in life; and

Whereas, There is a direct, demonstrable correlation between poor attendance and the likelihood of criminal behavior and incarceration; and

Whereas, The State of Wisconsin must do everything it can to impress upon the parents and guardians of our children that providing for their education is just as important as providing for their food, clothing and shelter; now, therefore, be it

Resolved, By the Common Council of the City of Milwaukee, that the Department of Administration - Intergovernmental Relations Division, is directed to seek introduction and passage of legislation adding the failure of parents and other guardians to comply with the compulsory education provisions of the Wisconsin State Statutes for children under the age of 12 years to the definition of "neglect" set forth in s. 48.981(1)(d), Wis. Stats.
