Analysis
This resolution authorizes expenditures from a special purpose account relative to the Milwaukee AIDS Initiative.

Body
Whereas, The 2001 City of Milwaukee budget includes an AIDS Initiative Special Purpose Account of $309,200 and assumes the same level of funding in the year 2001; and

Whereas, The City of Milwaukee budget included a footnote expressing the intent of the Common Council that no expenditures be made from the AIDS initiative special purpose account (Fund 0001, Subclass S102) until the following has been done:

1. An expenditure plan is submitted to the Common Council for the following agencies and amounts: Sinai Samaritan Medical Center: Positive Health Clinic ($51,783); AIDS Resource Center of Wisconsin –True Colors ($51,783); AIDS Resource Center of Wisconsin –Lifepoint ($51,783); The Counseling Center of Milwaukee: Women to Women ($51,783); UMOS, Inc. Cambios Project ($51,783); Center for Child and Family Services: Project Imani II ($50,285); and the same levels of funding for each agency are assumed for the year 2002.

2. The expenditure plan details services to be provided and program evaluation criteria and the Health Department comments to the appropriate standing committee regarding the services and program evaluation plans.

3. The expenditure plan is approved by the Common Council;

Whereas, The Health Department has furnished the Common Council with the required expenditure plan for the years 2001 and 2002, including all specified information, for the following agencies: Sinai Samaritan Medical Center: Positive Health Clinic; AIDS Resource Center of Wisconsin –True Colors; AIDS Resource Center of Wisconsin –Lifepoint; The Counseling Center of Milwaukee: Women to Women; UMOS, ...
