Substitute resolution relating to implementation of boulevard-related components of the 1997 Capital Program for the Department of Public Works-Forestry Division.

This resolution authorizes and directs the Department of Public Works-Forestry Division to expend $104,000 from its Concealed Irrigation and General Landscaping/City Boulevards account for the purpose of restoring full irrigation service to boulevards in the following streets:
W. Appleton Avenue (Burleigh St. to Capitol Dr.)
W. Grantosa Drive (76th St. to Appleton Ave.)
W. Hampton Avenue (Sherman Blvd. to 68th St.)
W. Highland Avenue (27th St. to 35th St.)
N. 17th Street (State St. to Fond du Lac Ave.)
This resolution also directs the Forestry Division to suspend all installation of bed-only boulevard irrigation systems until the Division receives further direction from the Common Council.
BODY:
Whereas, The use of full irrigation systems (i.e., systems that water both flower beds and turf), as opposed to bed-only irrigation systems, is essential for maintaining healthy, attractive green space in Milwaukee's boulevards throughout the growing season; and
Whereas, The Department of Public Works-Forestry Division has implemented a policy of converting full irrigation boulevards to bed-only irrigation boulevards whenever a boulevard-type street is reconstructed; and
Whereas, To date, the Forestry Division has already converted the following boulevards to bed-only irrigation:
W. Appleton Avenue (Burleigh St. to Capitol Dr.)
W. Grantosa Drive (76th St. to Appleton Ave.)
W. Highland Avenue (27th St. to 35th St.)
N. 17th Street (State St. to Fond du Lac Ave.)
; and
Whereas, Conversion of the boulevard on W. Hampton Avenue (Sherman Blvd. to 68th St.) from full irrigation to bed-only irrigation has also commenced; and
