Title
Substitute resolution amending a cooperative development agreement relating to residential infill development in the new construction efforts in the Lindsay Heights Infill Homeownership Initiative and CityHomes Subdivision project.

Analysis
This resolution amends a cooperation agreement -- authorized by Common Council File Number 970458 (adopted July 11, 1997) -- between the City, the Neighborhood Improvement Development Corporation, the Wisconsin Housing and Economic Development Authority and the Redevelopment Authority of the City of Milwaukee relative to the sale of City-owned property for the development of new in-fill housing. Since that time, the City has created the Department of Neighborhood Services and many of its functions are directly related to the redevelopment projects governed by the cooperation agreement. Pursuant to the attached amendment to the cooperation agreement, the Department of Neighborhood Services is made party to the agreement.

Whereas, On July 11, 1997, the Common Council adopted file number 970458, being a resolution approving a cooperation agreement between the City of Milwaukee, the Neighborhood Improvement Development Corporation, the Wisconsin Housing and Economic Development Authority and the Redevelopment Authority of the City of Milwaukee relative to the sale of City-owned property to develop new in-fill housing; and

Whereas, This file was amended by Common Council File Number 970641, adopted July 25, 1997; and

Whereas, The experience gained by the involved parties since that time has resulted in the desire to modify the process under which they operate to further encourage development; and
