This resolution creates a Charter School Task Force (6 members, all city residents: 3 appointed by the Common Council President, 3 by the Mayor) to recommend a process for the Common Council to follow in reviewing and approving applications to establish charter schools, including criteria to apply in making decisions about whether to approve applications and a mechanism for monitoring, evaluating and enforcing any charter school contracts.
BODY:
Whereas, In 1993 the State of Wisconsin enacted legislation, s. 188.40 Wis. Stats., authorizing the creation of charter schools in Wisconsin and describing the duties and restrictions that charter schools must comply with; and

Whereas, In 1997 the State of Wisconsin included in the state budget, 1997 Wisconsin Act 27, provisions authorizing 3 new entities -- the City of Milwaukee, the University of Wisconsin-Milwaukee and the Milwaukee Area Technical College--to operate charter schools or enter into contracts with other individuals or groups to operate charter schools; and

Whereas, The authority granted by state legislation to the City of Milwaukee to operate charter schools or enter into contracts with others to do so has been vested in the Common Council; and

Whereas, It is unlikely that the Common Council will itself operate a charter school, but it is likely that independent non-sectarian schools currently located or to be located in the City will wish to enter into contracts with the City to operate charter schools, and depending on the quality of the schools and the adequacy of their applications the Common Council may wish enter into contracts with such schools under which such schools would operate charter schools; and
