Minutes note: Appearing: Andrew Stern, Historic Preservation Commission La Dawn Tipton, appellant Mr. Stern presented an overview of the appeal and Certificate of Appropriateness. Staff recommended denial of the appeal and to uphold the decision of the Historic Preservation Commission. La Dawn testified in support of the appeal and in objection to the decision of the Historic Preservation Commission on the basis of not being properly disclosed and made aware of the historic designation status of the property prior to purchase of the property and completion of the windows. No other public testimony. Ald. Stamper moved to grant the appeal. (Prevailed 5-0)

Minutes note: Mr. Andrew Stern said one of the windows on the front elevation was replaced with a vinyl window. The applicant is now asking for after-the-fact approval for multiple windows that were replaced with vinyl one-over-one windows on multiple facades. The applicant did not provide any documentation that the wood windows were in poor shape and the new windows do not duplicate the originals, which were six-over-one and double hung. Staff recommends denial and replacement that match the original windows. Ms. Tipton was the owner who replaced the windows. Mr. Morales recommended going back to the installer as they were both big companies. Building permits were required for the work. The contractor said no permits were needed, but they were.

Whereas, The Historic Preservation Commission met on September 8, 2025 to consider granting a Certificate of Appropriateness for retroactive approval of vinyl windows at 2443 N. Sherman Boulevard, in the Sherman Boulevard Historic District, for La Dawn Tipton; and

 

Whereas, The Commission denied the Certificate by a vote of 5 ayes and 2 excused; and

 

Whereas, The applicant appealed the decision relating to denial to the Zoning, Neighborhood and Development Committee at its meeting of October 28, 2025; and

 

Whereas, The Committee, by a vote of five (5) ayes and zero (o) noes reversed the decision of the Historic Preservation Commission, now, therefore, be it,

 

Resolved, By the Common Council of the City of Milwaukee, that the appeal of the Certificate of Appropriateness for retroactive approval of vinyl windows at 2443 N. Sherman Boulevard, in the Sherman Boulevard Historic District, for La Dawn Tipton is granted.
