This ordinance establishes a $125 per student oversight fee to be paid by common council charter schools, beginning in the 2000-01 school year. For non full-time equivalent students, the oversight fee is a pro-rated share of $125. The fee is payable in 4 installments, which are due after the school's receipt of each quarterly state payment of shared costs funds.
The oversight fee is payable to the city treasurer to be held in trust for the exclusive benefit of the charter school program. Expenditures from such trust fund shall be authorized by the charter school review committee. (The current ordinance establishing the charter school review committee authorizes the committee to recommend to the common council the establishment of reasonable oversight fees to defray the "actual and necessary costs" of the review committee.)

The Mayor and Common Council of the City of Milwaukee do ordain as follows:
Part 1. Section 330-27 of the code is repealed and recreated to read:
330-27. Continuing Oversight of Charter Schools; Oversight Fee. 1. The committee shall have responsibility for ongoing review of the financial, educational, staffing and facility status of charter schools pursuant to s. 320-41.
2. Beginning in the 2000-01 school year, each charter school shall pay an oversight fee for each charter student in the school, as provided in this section. The number of charter students in a school shall be the number of students for which the Wisconsin department of public instruction pays the school under s. 118.40(2r)(e), Wis. Stats.
3. The oversight fee for each full-time equivalent charter student shall be $125 per year and shall be paid by the school operator in the following installments:
