Title
Substitute resolution authorizing the Milwaukee Fire Department to accept and expend a grant to support the Metropolitan Medical Response System.

Analysis
This resolution authorizes the Milwaukee Fire Department to accept and expend a grant to support the Metropolitan Medical Response System (MMSR). This resolution also creates a position of MMSR Coordinator in the Fire Department. The grant is awarded unilaterally by the U.S. Department of Health and Human Services. The grant will provide for a 2-year period the essential staff, supplies and materials required to prepare for and manage incidents resulting from domestic terrorism. The grant total is $280,000.

Body

Whereas, The U.S. Department of Health and Human Services unilaterally awards grant funds entitled Metropolitan Medical Response System (MMRS) Program Support to municipalities to enhance their preparedness in the event of domestic terrorism; and

Whereas, The City of Milwaukee was awarded grant funds totaling $280,000 and upon approval of this resolution, the Milwaukee Fire Department would use the funds to purchase supplies and materials and pay the salary and benefits for one position of MMRS Coordinator at pay range 863 for two years; and

Whereas, The grant emphasizes preparation in managing incidents related to domestic terrorism, but will also support the department's operations in other events that threaten public safety; now, therefore, be it

Resolved, By the Common Council of the City of Milwaukee, that the Milwaukee Fire Department is authorized to accept and expend a grant entitled Metropolitan Medical Response System Fiscal Year 03 Program Support totaling $280,000; and, be it
